The ITV Network is not one channel, but a true network of franchisees from all over the UK. They run largely independent of one another, with their own staff, identities, and in parts their own schedules. All franchises operate in their own regions, and are all owned by different companies and consortiums. They all contribute programming to the network, though some contribute more than others.
The Network and Franchisees are regulated by the IBA (Independent Broadcasting Authority), whixh oversees franchise licences as well as transmission towers and equipment. Intermittently they will conduct Franchise reviews, and may revoke a franchise's licence for failing to meet certain quality standards.
